In accordance with section chapter 3.7

01:01
Speaker 4

of the city code, the city of Roswell, the city council shall hold regular public meetings.

01:07
Speaker 4

The purpose of city council meetings is for the public to participate and speak on agenda items that constitute

01:13
Speaker 4

formal decisions by the elected body.

01:16
Speaker 4

These items are listed on the published agenda, which can be accessed via the city website prior to the meeting.

01:22
Speaker 4

This is a public meeting and some items do require a formal public hearing.

01:27
Speaker 4

An important component of city council meetings is to hear directly from residents on items listed on the agenda.

01:34
Speaker 4

Residents are at the top of our organizational chart. Therefore, public comments or questions are essential for mayor and council to consider as they contemplate each decision.

01:44
Speaker 4

If you wish to speak on agenda item, please complete a comment card and hand it to the communication staff member, James Turner, at the back of the room.

01:53
Speaker 4

James is waving to you everyone. He's in the the light purple shirt.

01:58
Speaker 4

Thanks, Chiefs.

01:59
Speaker 4

Speakers will be called by the city clerk for each agenda item in the order cards are received.

02:04
Speaker 4

We ask that everyone observe the principles of mutual respect and display the appropriate demeanor during the meeting, which should be and is reflective of our great community.

02:14
Speaker 4

With respect to the proceedings, we ask that attention is given to the person speaking. If it is necessary to have an independent

02:21
Speaker 4

conversation, please exit the rear doors to the vestibule area.

02:25
Speaker 4

In addition, we ask that you silence any electronic devices.

02:29
Speaker 4

The mayor is the presiding officer over the meeting and will ensure an orderly exchange of comments, questions, and discussion.

02:36
Speaker 4

We encourage everyone in attendance and the viewing audience to visit the city website for information on news, events, and meanings.

02:43
Speaker 4

We also encourage you to participate in the various activities and offerings in the city, which can be found on roswell365..com.

02:51
Speaker 4

There are a number of events upcoming in the city of Roswell, which promote community, physical activity, and leisure as we all make Roswell the number one family community in America.

03:02
Speaker 1

Thank you, Sharon. Well done.

03:05
Speaker 1

At this time, I have the great privilege of calling lead pastor, Dustin Schott from Northside Church to lead us,

03:12
Speaker 1

in our invocation of moment science. Welcome, pastor Schott.

03:15
Speaker 5

Thank you, mayor. Thank you, council members and staff. It's an honor to be here with you. Wish I could spend the whole time with you. I have to go home and grill burgers because my wife doesn't know how to.

03:25
Speaker 5

And so, I'll be going home to join her. I'd like to read two verses of scripture,

03:30
Speaker 5

have a moment of silence, and offer a prayer.

03:34
Speaker 5

Two says, first of all, then I urge you that supplications, prayers, intercessions,

03:39
Speaker 5

and thanksgiving

03:40
Speaker 5

be made for all people, for kings, and all those who are in high positions,

03:44
Speaker 5

that we may lead a peaceful and quiet life, godly and dignified

03:48
Speaker 5

in every way. Let's bow our heads for a moment of silence and rest and then a prayer.

03:59
Speaker 5

Heavenly father, we thank you for the gift of this day and for the opportunity to gather here in the service of our beautiful city.

04:07
Speaker 5

We lift up our mayor, council members, and staff, grant them wisdom in their leadership, clarity in their discussions,

04:12
Speaker 5

and rest in the midst of their responsibilities.

04:15
Speaker 5

Lord, I pray that you would bless their families.

04:18
Speaker 5

Give them gentleness and patience also as they hear the concerns, suggestions,

04:23
Speaker 5

and even complaints of those they serve. May their words be marked by fairness and their actions by integrity.

04:29
Speaker 5

We pray for the safety of Roswell. Protect our neighborhoods, our schools, our businesses, public safety officials,

04:35
Speaker 5

and all those who call this city home. We ask for prosperity, not only in economic growth, but in strong families, healthy communities, and neighbors who care for one another.

04:44
Speaker 5

We continue to ask for your special care and provision for the Levante family and especially Alyssa.

04:50
Speaker 5

We pray that our city would be a place where the beauty of your kingdom is on display in homes, workplaces,

04:55
Speaker 5

parks, businesses, and places of entertainment.

04:58
Speaker 5

Bless the work that will be done in this room. May it be productive, marked by unity, and aimed at the common good. And may we never forget that all wisdom and guidance ultimately come from you. In Jesus' name we pray. Amen.

05:12
Speaker 1

Amen. Amen. Thank you. Thank you, Pastor Schutt. Pastor Schutt from Northside

05:17
Speaker 1

Church, it was a beautiful prayer. And we are all gonna be praying for you right now after your comment about your wife and the hamburgers.

05:27
Speaker 1

We also have the great privilege of having Army Reserve Lieutenant Colonel Chris Kell,

05:32
Speaker 1

to do the Pledge of Allegiance. Chris, please come forward and lead us, sir.

05:37
Speaker 6

All right. Thank you.

05:41
Speaker 1

Pledge allegiance to the flag of The United States Of America

05:45
Speaker 1

and to the Republic for which it stands,

05:48
Speaker 1

one nation

05:49
Speaker 1

under God, indivisible

05:51
Speaker 1

with liberty and justice for all.

05:53
Speaker 1

Lieutenant Colonel Kell, thank you. And I was gonna stay up there, please, sir, right where you are while I ask the rest of the council to come join me on the first item of the mayor's report,

06:02
Speaker 1

which is a reading of the proclamation for the esteemed veteran of Roswell award.

06:06
Speaker 6

Start the timer now?

06:08
Speaker 1

Yes.

06:10
Speaker 1

That's an excellent idea.

06:13
Speaker 1

Wow.

06:51
Speaker 1

Proclamation.

06:53
Speaker 1

Proclamation.

06:56
Speaker 1

Proclamation.

07:06
Speaker 1

Proclamation. Okay. There we go. Yeah. How about that? Very nice.

07:11
Speaker 1

Proclamation

Speaker 1

office of the mayor, Lieutenant Colonel Chris Kell, esteemed veteran of Roswell.

Speaker 1

Whereas, the city of Roswell is proud to recognize and honor members of the United States Armed Forces

07:23
Speaker 1

who've demonstrated

07:24
Speaker 1

extraordinary commitment to our nation through service, leadership, and sacrifice.

07:29
Speaker 1

And whereas Lieutenant Colonel Chris Kell,

Speaker 1

a resident of Roswell, Georgia, began his military service in December

07:36
Speaker 1

1998

09:04
Speaker 1

including the Bronze Star

09:07
Speaker 1

and Meritorious Service Medal in recognition of his leadership and valor in combat

09:13
Speaker 1

and his contributions during national emergencies.

09:17
Speaker 1

And whereas throughout his career,

09:19
Speaker 1

Lieutenant Colonel Kell was known for his humility,

09:22
Speaker 1

teamwork, and deep respect

09:24
Speaker 1

for the mentorship

09:25
Speaker 1

of senior enlisted personnel,

09:28
Speaker 1

particularly during nontraditional operations

09:31
Speaker 1

such such as the COVID COVID nineteen response.

09:35
Speaker 1

Speaker 1

in 03/31/2025,

09:41
Speaker 1

lieutenant colonel Kell continued to serve others

09:45
Speaker 1

forgive me,

09:46
Speaker 1

continued to serve others as a mentor to MBA students at Emory University's

09:50
Speaker 1

Gazette Business School,

09:52
Speaker 1

as a coleader of Pepsi's

09:54
Speaker 1

Valor Veterans Employee Resource Group,

09:57
Speaker 1

and as a supporter

09:58
Speaker 1

and as a supporter

10:00
Speaker 1

of children of fallen patriots.

10:03
Speaker 1

And whereas he's an active member of the local community,

10:06
Speaker 1

a devoted husband,

10:08
Speaker 1

and a father to a blended family of six children,

10:12

10:16
Speaker 1

Now therefore, I, Curtin Wilson, mayor of the city of Roswell, Georgia, do hereby name Lieutenant Colonel Chris Kell,

10:26
Speaker 1

and call upon all our citizens to recognize

10:32
Speaker 1

And that there is no higher calling than those who serve the United States armed forces. Congratulations, Chris.

10:56

Thank you, Kitty, for your ongoing service with the Planning Commission.

27:15
Speaker 1

I think Will Morflint is going to give you a shout out later when we get to the overlay and say thanks to all the work and hard work of you and the rest of your colleagues in the Planning Commission. Thank you, Jose, for your ongoing work on the Rec Commission and everything you do. Robert is

27:31
Speaker 1

excited about having you in the HPC.

27:34
Speaker 1

And, mister Houghton, we're tickled to death to have you in the RDA. There's a lot of work ahead.

27:38
Speaker 9

Alright. Next on the mayor's report is the Roswell results update. I believe this is new. Instead of Roswell events, we're doing a Roswell results update presented by Pro Tem Tim and council member Lee Hills Lee. Thank you, mayor. Yes. The city of Roswell has been working hard to keep projects moving forward. Projects that strengthen our community, grow our economy, and honor those who serve. From new infrastructure to new jobs, from public safety to honoring our heroes, Roswell is delivering on its promise to build a stronger future. Just this month, we broke ground on the downtown parking deck at 1054

28:11
Speaker 9

Alpharetta Street. This $20,000,000

28:14
Speaker 9

investment will add nearly 400 parking spaces to ease congestion,

28:18
Speaker 9

support local businesses, and make it easier for residents and visitors to enjoy everything downtown has to offer. And when it's complete, Roswell residents will be able to park there for free. That's

28:28
Speaker 9

next summer by next summer. We're also proud to welcome PBS Aerospace to Roswell. This global company is hosting its grand opening in Roswell September 4. They're bringing their new their North American headquarters,

28:41
Speaker 9

manufacturing, and research operations right here to our city. That means up to 200 high paying jobs in aerospace and advanced technology, and it cements Roswell as a leader in innovation and economic growth.

28:53
Speaker 9

Just this past weekend, we came together as a community for the LaVonte five k, honoring Roswell police officer Jeremy LaVonte,

29:00
Speaker 9

who was tragically killed in the line of duty earlier this year. The race, organized with the Tunnel to Towers Foundation, raised money to support the families of fallen first responders and veterans nationwide.

29:12
Speaker 9

It was a powerful tribute to Jeremy's life and to the sacrifices of our heroes.

29:17
Speaker 9

Just today, the city held a formal ceremony dedicating the Georgia 400 And Holcomb Bridge Road interchange

29:23
Speaker 9

in officer LaBonte's honor. This dedication

29:26
Speaker 9

this dedication will serve as a lasting reminder of his service, sacrifice,

29:31
Speaker 9

and commitment to protecting the Roswell community.

These tributes to officer LaVonte remind us why investing in public safety is so important.

29:40
Speaker 9

As we honor his service and sacrifice, we also are making sure Roswell's officers have the very best resources to protect and serve our community.

29:48
Speaker 9

The Roswell Police Department is settling into its brand new public safety headquarters.

29:53
Speaker 9

Patrol and investigations are already operating out of the building, and by the end of the year, almost every division will be under one roof with nine one one moving into its new facility by the 2026.

30:05
Speaker 9

Our new public safety headquarters gives our officers the tools and resources they need to keep our community safe at the Summit Buildings close to 400 off of Highway 92.

30:16
Speaker 9

Together, these milestones show Roswell's commitment to progress, innovation,

30:19
Speaker 9

and community.

30:21
Speaker 9

We're investing in infrastructure, bringing in high high quality jobs, honoring our heroes, and strengthening public safety.

30:28
Speaker 9

Roswell is thriving today, and we're building a future that's even stronger.

30:32
Speaker 9

And we will be showcasing even more of these exciting wins on our upcoming website, roswellresults.com.

30:38
Speaker 9

That's www.roswellresults.com.

30:42
Speaker 9

Be on the lookout for our launch coming

30:44
Speaker 9

soon. Mayor, back to you.

30:47
Speaker 1

Thank you, Lee. Appreciate you bringing us up the on the Roswell results update. That's cool. Thank you. Cool stuff.

30:54
Speaker 1

Alright, everybody. That ends the mayor's report for this evening.

30:58
Speaker 1

Next is a consent agenda.

31:00
Speaker 1

There's two items on it. City Clerk, Nancy Long, are there any Rosser residents who would like to speak on the consent agenda?

31:06
Speaker 1

There are no speakers for the consent agenda. Thank you very much. I'll ask thank you, Nancy. I'll ask, does the council have any comments or questions regarding the consent

31:15
Speaker 1

agenda? Thank you very much. Do I have a motion to approve the consent agenda? From a motion made by council member Sarah Beeson to approve it. Is there a second? Second by council member David Johnson.

31:24
Speaker 1

All those in favor of the passing the consent agenda as stated, please do so by raising your hands. Let the record show that the vote is six to zero and unanimous and the consent agenda passes for this evening. Thank you very much.

31:37
Speaker 1

Alright. Next is the regular agenda.

31:40
Speaker 1

We go to item one. City clerk Nancy Long, do we would you please read the first item?

31:45
Speaker 12

Yes, mayor. This is approval of an ordinance to adopt the Roswell development finance program and guidelines. This is the second reading presented by Daryl Connolly, director of economic development. Thank you so much, Nancy. Would you do me a favor? Our chief legal officer and city attorney David Davidson, would you read the ordinance, please, sir? Yes, sir. Thank you, mayor. This is an ordinance to adopt the Roswell development finance program in the city of Roswell, Georgia.

32:09
Speaker 13

Now therefore, the mayor and council of the city of Roswell, Georgia, pursuant to their authority, do hereby adopt the following ordinance, text of which is incorporated here in by reference and have approved this as the second reading. Thank you, David, very much. Welcome, Daryl. Glad you're with us. Look forward to your presentation, sir. Good evening, Mr. Mayor and members of council tonight.

32:28
Speaker 11

We've got two items. Both are related to the Roswell development finance program.

32:33
Speaker 11

This is the

32:34
Speaker 11

as David mentioned, this is an ordinance to establish the Roswell development finance program.

32:40
Speaker 11

Back in July 2024,

32:43
Speaker 11

the Mayor and Council adopted the economic development strategy, which included

32:47
Speaker 11

goals and objectives to grow the economy,

32:50
Speaker 11

as well as prioritizing

32:52
Speaker 11

target locations,

32:53
Speaker 11

growth engines and

32:55
Speaker 11

diversifying the tax base.

32:56
Speaker 11

We also talked about,

32:58
Speaker 11

establishing a set of tools to catalyze new development within the city. Roswell Development Finance program is such a tool.

33:07
Speaker 11

Program is designed to leverage

33:09
Speaker 11

OCGA

33:10
Speaker 11

thirty six sixty two seventeen. That is the Commercial Property Assess Conservation

33:15
Speaker 11

Energy and Resiliency Act that was passed by the state legislature,

33:19
Speaker 11

in 2024,

33:20
Speaker 11

otherwise known as CPACER or CPACE.

33:24
Speaker 11

What we've done is we have

33:26
Speaker 11

designed the program really to focus on hotels.

33:29
Speaker 11

The law itself

33:31
Speaker 11

allows the financing of various property types. We want to create a strategy that would get some hotels off the ground,

33:40
Speaker 11

given the current economic

33:43
Speaker 11

environment.

33:45
Speaker 11

The program highlights,

33:47
Speaker 11

this is for new hotel developments along with ancillary commercial uses,

33:52
Speaker 11

including retail

33:53
Speaker 11

and office, subject to certain minimums. The minimum project value would be $20,000,000

33:59
Speaker 11

the minimum loan at $4,000,000

34:02
Speaker 11

Eligible improvements,

34:04
Speaker 11

in accordance with the act

34:07
Speaker 11

that was passed by the state legislature

34:09
Speaker 11

are energy efficiency,

34:10
Speaker 11

water conservation,

34:12
Speaker 11

renewable energy and resiliency.

34:15
Speaker 11

The program would be administered by the Roswell Development Authority.

34:19
Speaker 11

They are going to be working with us, the city, as the administrator for the program.

34:24
Speaker 11

This particular program uses third party capital paid back through special tax assessments

34:30
Speaker 11

put on the property.

34:31
Speaker 11

This particular program would enable property owners to improve the economics,

34:36
Speaker 11

with a lower interest rate,

34:38
Speaker 11

longer amortization,

34:39
Speaker 11

and transfer of loan to new owners.

34:43
Speaker 11

The city will receive fees from the program administration

34:46
Speaker 11

and collection.

34:48
Speaker 11

Council, in the future, if you want to expand

34:50
Speaker 11

the program, you can do so.

34:53
Speaker 11

This particular program, it's we're limited to hotels, gives us the opportunity to test a new product and focus on projects that align with our economic development strategy.

35:07
Speaker 11

The program fees,

35:09
Speaker 11

an applicant would have to pay a $500

35:11
Speaker 11

nonrefundable

35:12
Speaker 11

application fee upon closing of a loan. It would be 1% of the loan amount, and then they'd also have to pay a legal fee of 0.5%,

35:23
Speaker 11

50 basis points, as well as a servicing fee,

35:26
Speaker 11

on an annual basis of 1%.

35:28
Speaker 11

These fees would help the city offset any administrative costs associated with the program.

35:36
Speaker 11

To establish the program,

35:38
Speaker 11

we met with you back in July

35:41
Speaker 11

for the first reading.

35:43
Speaker 11

On the August 19, the RDA approved an intergovernmental

35:47
Speaker 11

agreement,

35:49
Speaker 11

and we're now coming to you for approval of the

35:52
Speaker 11

ordinance and guidelines.

35:54
Speaker 11

And later on, this evening, we'll talk about the approval of the IGA.

35:59
Speaker 11

The city is ready to launch a program immediately. We have,

36:03
Speaker 11

program guidelines,

36:04
Speaker 11

establish a guidebook. We have an application ready, so we're ready to hit the ground running.

36:09
Speaker 3

So

36:10
Speaker 11

today, I'm requesting your approval of the ordinance to establish the Roswell development finance program.

36:15
Speaker 1

Outstanding. Thank you, Daryl, so much. Appreciate that presentation.

36:19
Speaker 1

City Clerk Nancy Long, are there any Roswell residents who would like to speak on this item?

36:23
Speaker 1

There are no speakers for this item. Thank you very much. Does council have any comments or questions?

36:29
Speaker 1

Council member Lee Hills.

36:31
Speaker 9

Thank you, mayor.

36:33
Speaker 9

Thank you so much for the presentation, Daryl, and I am grateful that we've narrowed this down to a hotel new hotel development,

36:40
Speaker 9

program.

36:40
Speaker 9

And I just wanted to get a couple of things, out for folks that are listening to this maybe for the first time. I understand that there are no abatements that are

36:48
Speaker 9

involved in this program. Correct? That's correct. Alright. And then risk to taxpayers,

36:53
Speaker 9

if for some reason the owner or the project owner falls into peril financially and sells, that doesn't fall to the taxpayer. Is that correct? That's correct. Okay.

37:04
Speaker 9

And,

37:06
Speaker 1

I think that was it actually. So thank you very much. Thank you. Thank you, Lee. Appreciate all your work and all the work of all the council and the economic

37:13
Speaker 1

development team on this through couple of years, and it's been a little bit delayed. Will can't wait to talk on it. You can see our timing on this is a little delayed August 25 because we had to wait to make sure Will was here. It was council member of Mortland.

37:27
Speaker 14

Just to follow back on, council member Hill's point,

37:31
Speaker 14

the the only thing I wanted to make clear to to our public is the funds that are generated,

37:36
Speaker 14

the the funds of these loans, these are not Roswell City funds. These are private capital funds. Correct? That's correct. Thank you.

37:44
Speaker 1

Will, you want to restate that just for clarity because things like this can be,

37:49
Speaker 1

particularly when they're new and

37:51
Speaker 1

they got fancy names on them.

37:54
Speaker 1

People have questions like, how is this going to impact me and why are you doing it and is there any what's the downside?

38:00
Speaker 1

So let you have it.

38:02
Speaker 14

So,

38:03
Speaker 1

Daryl, would you like to take this or would you like me to take this? So the Turns you up to softball. Are we passing it off now? No.

38:10
Speaker 11

The loans are from third party capital providers. They are not city funds.

38:16
Speaker 11

The,

38:18
Speaker 11

capital provider would provide the loan. The city

38:21
Speaker 11

would put a special assessment on the property

38:24
Speaker 11

and administer the loan. So we would collect through the special tax assessment

38:29
Speaker 11

and then pay the

38:31
Speaker 11

the loan back. So this is

38:33
Speaker 11

we're just a a pass through. We're facilitating

38:36
Speaker 11

the transaction, but it helps economic development

38:39
Speaker 11

projects,

38:41
Speaker 11

new hotels,

38:43
Speaker 11

to go up within the city. Specifically hotels

38:46
Speaker 1

with this program? Only new hotels. And this is Daryl, go ahead and be more specific. What it does is it helps with the cap stack. Correct? Yes. Yes.

38:55
Speaker 11

So typically, when you finance a finance a project,

38:58
Speaker 11

you would have a, say, a first mortgage. You might you'll have equity, but then you'll have what they call a mezzanine loan. Mezzanine loan is really the

39:07
Speaker 11

the highest risk loan. It usually has a high interest rate, somewhere around 15%.

39:14
Speaker 11

So what this will do is this will the

39:17
Speaker 11

Roswell development finance program CPACE loan will replace that mezzanine loan with interest rates that are much lower.

39:25
Speaker 11

They're lower because there's less risk to the the lender. So you may end up having a an interest rate of somewhere

39:32
Speaker 11

around 7% instead of 15%, and that

39:37
Speaker 11

benefits the project and helps the project

39:39
Speaker 1

become more financially feasible. And specifically, the economic team addressed hotels specifically because

39:46
Speaker 1

of the area

39:47
Speaker 1

around lending and financing today's marketplace. You want to elaborate on that? Yes.

39:52
Speaker 11

Hotels are extremely

39:53
Speaker 11

difficult to finance in this particular market.

39:56
Speaker 11

And we know that there is a demand for hotel product within the city. So we're trying to help,

40:03
Speaker 11

bridge the gap and help these projects,

40:05
Speaker 15

get off the ground. Outstanding. Yes, sir. Councilor Sales, did you want to address this? He covered that. The reason the capital is cheaper is because it has a tax lien. So really, all we're doing is acting as the servicing arm and we're getting paid for that. And I believe you did an analysis to make sure that

40:22
Speaker 15

this covers our costs, so more than covers our costs, what we're charging for the servicing in particular. Right? Yes. Absolutely.

40:29
Speaker 15

Yeah. So it's just that it really is,

40:33
Speaker 15

like you say, that that that gap between the first mortgage, which is the first position and the mezzanine, this really puts this down there with the taxes. I mean and so it will not it's not expunged by a bankruptcy or anything of the sort. So it makes it a lot lot cheaper for the lender. That's correct. Yep.

40:48
Speaker 1

Thank you, Alan.

40:50
Speaker 1

Councilor, any thoughts, comments, questions?

40:53
Speaker 1

Daryl, thank you so much. Let's see if we got

40:56
Speaker 1

a motion. Would Councilor Mortland, would you like to make a motion on this item?

41:03
Speaker 1

You've been waiting a long time to do this.

41:05
Speaker 14

This has been long time coming.

41:08
Speaker 14

Motion for the approval of an ordinance to adopt the Roswell development finance program and guidelines.

41:14
Speaker 1

Second reading. Thank you, council member Moreland. Is there a second in council member Moreland's motion? Seconded by council member Sells.

41:20
Speaker 1

All in favor of the approval of the item tonight with the second reading, the Roswell development finance program and its guidelines, please do so by showing by raising your hands.

41:30
Speaker 1

Let the record show that the vote is six-zero and unanimous and that the item passes very much. Congratulations,

41:36
Speaker 1

Daryl.

41:37
Speaker 1

Congratulations,

41:37
Speaker 1

Will. Thank you very much. Thank you.

41:43
Speaker 1

City Clerk Nancy Long, would you read the second item on the regular agenda, please?

41:48
Speaker 12

Yes, mayor. This is approval of an intergovernment

41:51
Speaker 12

assessment agreement related to the Roswell development finance program, also presented by Daryl Connolly. Thank you so much, Nancy.

42:00
Speaker 11

This particular item,

42:02
Speaker 11

this is the approval of an intergovernmental agreement with the Roswell Development Authority.

42:08
Speaker 11

The agreement provides a framework for the Roswell Development Finance Program

42:13
Speaker 11

and the city would be the program administrator.

42:16
Speaker 11

The main points of this agreement

42:19
Speaker 11

is that essentially property owners will voluntarily

42:22
Speaker 11

participate in entering assessment agreements with the RDA.

42:25
Speaker 11

The city will then levy and collect the special assessments, which are used

42:30
Speaker 11

to repay

42:32
Speaker 11

notes that are on the property.

42:34
Speaker 11

And as a program administrator, the city will receive fees

42:37
Speaker 11

for its services to fund program operations.

42:42
Speaker 11

I'm requesting your approval of the intergovernmental assessment grant. Thank you so much, Daryl.

42:48
Speaker 1

City clerk Nancy Long, are there any Roswell residents who would like to speak on this item?

42:52
Speaker 12

Yes, mayor. We have one speaker, Mary Robichaud.

42:56
Speaker 1

Thank you so much.

43:05
Speaker 3

Thank you, Mary Robichaud. And this is more just a question, I guess, for this and the previous,

43:11
Speaker 3

ordinance that was approved.

43:13
Speaker 3

Understand there's a minimum.

43:15
Speaker 3

Did the council is there a maximum

43:18
Speaker 3

amount

43:19
Speaker 3

that the loan slash the appraised value can be?

43:26
Speaker 11

There there's only a minimum. There's no maximum.

43:31
Speaker 1

Thank you, Mary. Thank you so much, Daryl.

43:35
Speaker 1

Nancy, is that it for Roswell residents?

43:40
Speaker 1

Thank you so much. Your work of microphone is working like mine. I like it.

43:44
Speaker 1

Hey, does council have any comments or questions?

43:47
Speaker 15

Councilor Sales? Yeah. So so the maximum, Daryl, correct me if I'm wrong, but the maximum would be basically whatever the market would bear because they're going out into the public market. They're going to banks and other

43:59
Speaker 15

type of lenders, more high high interest rate lenders. That's where the the maximum on this would be set would be negotiations with that third party whose money would be used for the loan, not the city's money. Correct? That's correct. Yes. Thank you.

44:12
Speaker 1

Thank you, Alan. Thank you, Daryl.

44:14
Speaker 1

Being there are no other thoughts, comments, or questions from the council, council mayor Morland, would you like to make a motion on this item, please, sir?

44:21
Speaker 1

Yes, sir.

44:24
Speaker 14

Motion to approve an intergovernmental

44:26
Speaker 14

agreement,

44:27
Speaker 14

inter

44:28
Speaker 14

intergovernmental

44:29
Speaker 14

assessment agreement related to the Roswell development finance

44:32
Speaker 14

program.

44:34
Speaker 1

Motion to approve. Thank you so much, council member Moreland. Is there a second? Second by council member Alan Sells. All understand the item before you, the approval in your IGA,

44:43
Speaker 1

to the Roswell to the RDFB,

44:46
Speaker 1

all understand it and in agreement with it, please do so by raising your hands.

44:51
Speaker 1

Thank you very much. Let the record show that the vote is six-zero and unanimous. Congratulations, Darryl and congratulations,

44:57
Speaker 1

Will. Thank you very much.

44:59
Speaker 1

City court Nancy Long, would you plea re please read the third item on the regular agenda?

45:04
Speaker 12

Yes, mayor. This is approval of final plat two zero two five two one two one for Little Lakes Estates located at 385

45:12
Speaker 12

Pine Grove

45:13
Speaker 12

Road, presented by Jeanne Payton, planning and zoning director. Thanks so much, Nancy. Welcome, Jeanne.

45:18
Speaker 1

No Jeanne. Angela.

45:20
Speaker 1

Angela.

45:22
Speaker 1

How are you?

45:35
Speaker 16

Good evening, mayor and council. I am filling in for miss Payton this evening.

45:40
Speaker 16

As stated, we have a final plat this evening for Little Lakes Estates

45:45
Speaker 16

located at 385

45:47
Speaker 16

Pine Grove Road.

45:50
Speaker 16

The request, of course, is approval for an eight lot subdivision. It is located west of the intersection of North Coleman Road and Pine Grove.

45:59
Speaker 16

So just for, proximity, that's an aerial picture. You can see that the

46:04
Speaker 16

road has been constructed.

46:09
Speaker 16

Just a little background. It's on RS 18.

46:12
Speaker 16

It's approximately

46:13
Speaker 16

5.53

46:15
Speaker 16

acres,

46:16
Speaker 16

eight single family lots, one,

46:18
Speaker 16

additional lot for detentions.

46:21
Speaker 16

The 10 foot multi use trail along Pine Grove Road has been constructed,

46:26
Speaker 16

inspected,

46:27
Speaker 16

and approved, and it also meets ADA guidelines.

46:31
Speaker 16

The minimum house size,

46:34
Speaker 16

is between 4,045

46:37
Speaker 16

4,500

46:38
Speaker 16

square feet, with additional,

46:40
Speaker 16

unfinished basement space.

46:43
Speaker 16

As required, the HOA documents were submitted with the application,

46:48
Speaker 16

and the stormwater management inspection and maintenance agreement,

46:52
Speaker 16

clearly states that the store stormwater management facilities shall be constructed and adequately maintained by the landowner,

47:00
Speaker 16

and

47:01
Speaker 16

after that, the property owners

47:04
Speaker 16

and HOA.

47:08
Speaker 16

That is the plat,

47:10
Speaker 16

that we are asking for approval

47:13
Speaker 16

of this evening.

47:15
Speaker 16

It's a close-up for you.

47:21
Speaker 16

This plot does have some history in front of council, so I'm just gonna take a moment and touch on some

47:27
Speaker 16

key dates.

47:29
Speaker 16

In November '21, the preliminary plot for five lots was approved by the planning commission.

47:36
Speaker 16

In March '21, the Landis Durance Permit

47:40
Speaker 16

application was received.

47:42
Speaker 16

This application,

47:45
Speaker 16

has since expired.

47:47
Speaker 16

In February '23, the applicant

47:50
Speaker 16

applied for a rezoning

47:52
Speaker 16

from RS 18 to RS 12.

47:55
Speaker 16

Council denied this rezoning but approved

47:58
Speaker 16

a concurrent variance

47:59
Speaker 16

to reduce,

48:01
Speaker 16

setbacks.

48:04
Speaker 16

In May '23,

48:06
Speaker 16

second preliminary plat was approved by the planning commission. This one had eight lots.

48:12
Speaker 16

In November '20 and I'm sorry. October '23, Landis Dermot's permit was issued May '25.

48:19
Speaker 16

The final plat that's before you tonight was submitted and staff review was completed in

48:24
Speaker 16

July.

48:28
Speaker 16

That concludes staff presentation.

48:31
Speaker 1

Angela, thank you. Looks like a beautiful subdivision. I think I wanna

48:35
Speaker 1

live here. Looks like a nice place.

48:38
Speaker 1

City clerk, Nancy Long, are there any Roswell residents who'd like to speak on this item?

48:43
Speaker 1

There are no speakers for this item. Thanks so much, Nancy. Does council have any comments or questions?

48:49
Speaker 1

Very good.

48:50
Speaker 1

Do I hear a motion?

48:51
Speaker 1

Motion by council member David John. Would you make the Johnson the motion, please, council member Johnson. I apologize. Yep. Yep. My bad.

48:58
Speaker 17

So motion for approval. Final plat 20252121

49:02
Speaker 17

for Little Lakes Estate located at 385

49:05
Speaker 1

Pine Grove Road. Thank you, council member Johnson. Is there a second to the motion? Second. Seconded by Pro Tem and council member Lee Hills. All in favor of the approval of the motion as stated by council member Johnson, please do so by raising your hands.

49:17
Speaker 1

Let the record show that the vote is six to zero and unanimous. Thank you very much. And approval of final plat tonight is granted for that for that property. Thank you, Angela.

49:25
Speaker 1

City clerk Nancy Long, would you please read the last item on the regular agenda?

49:31
Speaker 12

Thank you, mayor. This is approval of a text and map amendment to the unified development code for the Hill Street overlay. This is the second reading presented by Michelle Alexander, director of community development.

49:43
Speaker 13

And I would ask chief legal officer and city attorney David Davidson to please read the ordinance. Sorry, Michelle. Go ahead, please, David, sir. Thank you, mayor. This is an ordinance to amend the Unified Development Code by modifying Article eight overlay districts. Now, therefore, the mayor and council of the city of Roswell, Georgia, pursuant to their authority, do hereby amend Article eight overlay districts, text of which is incorporated here and by reference and have approved this

50:05
Speaker 1

is the second reading. Thank you so much, David. Welcome, Michelle. Glad you're here.

50:10
Speaker 1

I know you've been working on this a lot, and we're so glad to have you with us. Thank you. Thank you, mister mayor, members of council,

50:17
Speaker 10

and madam SVP

50:18
Speaker 10

Aizon.

50:21
Speaker 10

Yes. So this document is

50:24
Speaker 10

a zoning mechanism

50:25
Speaker 10

to

50:26
Speaker 10

regulate and control a very specific district that is the Hill Street District. So the overlay means that it is both a map amendment. You'll be changing the map to identify and put boundaries around this location,

50:39
Speaker 10

as well as a text amendment. And the text language

50:42
Speaker 10

provides for additional

50:44
Speaker 10

rules,

50:45
Speaker 10

standards, and permissions,

50:47
Speaker 10

for this given district.

50:49
Speaker 10

And in this case, it's for a very special purpose. It's a very carefully considered unified mixed use plan,

50:56
Speaker 10

that will will be enabled through this legislation

51:00
Speaker 10

with use regulations

51:01
Speaker 10

and design dimensions.

51:03
Speaker 10

And the,

51:04
Speaker 10

distinction is that it's in your unified development code. That means there's full transparency. Folks can see what the rules are. It's not hidden in some not hidden, but it's not in a zoning file somewhere that you have to dig for. It's in the public eye, the transparency

51:19
Speaker 10

for the standards for the high quality that you demand.

51:24
Speaker 10

It's the last time we were here was in July, July 14, and I wanna thank especially the planning commission for all the,

51:31
Speaker 10

intensive hours that were,

51:33
Speaker 10

dedicated to this. This is just to show you that we had several different versions and we improved it so that it was better organized,

51:41
Speaker 10

clearer, and made made sure we met the intent of council

51:44
Speaker 10

and the community.

51:47
Speaker 10

And we've gone through several

51:49
Speaker 10

briefings prior to getting to this point today.

51:54
Speaker 10

Just a brief overview. There's a few things that changed since the last time that we were before you.

51:59
Speaker 10

If I draw your attention to the right side,

52:01
Speaker 10

the boundaries

52:03
Speaker 10

originally were around the entire,

52:05
Speaker 10

Hill Street, Atlanta

52:07
Speaker 10

Forest,

52:08
Speaker 10

and Oak,

52:09
Speaker 10

and that encompassed the entire boundary around it.

52:14
Speaker 10

To the left is the changed boundary. You see that it's been reduced.

52:18
Speaker 10

So

52:19
Speaker 10

properties that were along the Atlanta,

52:22
Speaker 10

and Oak Street,

52:24
Speaker 10

many of those were removed

52:26
Speaker 10

from the overlay to simplify it.

52:29
Speaker 10

And we more clearly careful more clearly

52:32
Speaker 10

categorized

52:33
Speaker 10

the two projects. One, we have the city's project, which is labeled as a,

52:38
Speaker 10

the Hill Street project for which is the mixed use project, and then you have an area the properties adjacent, which are area b. So it's simplified that we have an area a and an area b.

52:50
Speaker 10

Almost the entire,

52:51
Speaker 10

ordinance

52:52
Speaker 10

relates

52:54
Speaker 10

to area a with all of the regulations and,

52:58
Speaker 10

standards in place. Some of the other changes we made, we put, a lot of the lists of tables excuse me, the list of dimensions and standards we put into a more readable form. So we have several different tables

53:11
Speaker 10

through the document.

53:12
Speaker 10

We also

53:14
Speaker 10

identified within the concept plan that regulates

53:18
Speaker 10

the location.

53:19
Speaker 10

So where you see all the buildings, the layout of that, that's a regulating plan that is required. The text requires that the project get built according to that layout.

53:30
Speaker 10

And that's your regulating plan, and we labeled the all of the buildings,

53:34
Speaker 10

which helped as you read through the

53:37
Speaker 10

document and you see different tables. We label

53:41
Speaker 10

label the names of the buildings so you could associate

53:44
Speaker 10

an easier to follow and track what was being regulated.

53:48
Speaker 10

So we replaced a lot of the lists with tables and

53:51
Speaker 10

clarifications.

53:56
Speaker 10

I know that was a brief review. I know that there was intensive reviews of this through all of many briefings,

54:02
Speaker 10

available for questions, but, we do recommend

54:05
Speaker 10

approval of the text and map amendment to the UDC to establish the Hill Street overlay district.

54:12
Speaker 1

Thank you, Michelle, so much.

54:14
Speaker 1

Appreciate all, again, the hard your hard work, the hard work of your team, the hard work of the legal team, the hard work of the economic development team,

54:22
Speaker 1

the hard work of the city senior staff team.

54:26
Speaker 1

Thank you very much to the planning commission, especially for all the hard work they've done. They have done yeoman's work as Roswell residents being highly involved in this entire process. So I want to thank all parties who've been such an integral part of this.

54:41
Speaker 1

City Clerk Nancy Long, are there any Roswell residents who'd like to speak on this item?

54:45
Speaker 12

Mayor, are there any speakers for this item?

54:47
Speaker 1

I've seen doctor Joe Panito raise his hand

54:51
Speaker 1

standing next to a gentleman in a purple shirt, and I'm guessing he's coming up here to speak on this item.

54:57
Speaker 2

Welcome, sir.

54:59
Speaker 2

Nancy, would you recognize the gentleman?

55:01
Speaker 12

Joe Zirkus.

55:04
Speaker 18

Close enough. It's Zirkus. Sorry.

55:07
Speaker 18

I was, writing that very fast, so I apologize. My handwriting was a little sloppy on that.

55:11
Speaker 18

I just wanted to ask, is there any requirement for green space in this area, or is it just going to be a big

55:17
Speaker 18

urban jungle kind of sprawl? From the map, I couldn't quite tell and the charts were a little small for me to read from back there. So I just wanted to to see if there would be a green space requirement. No. Thanks for that question. Absolutely. Michelle, you wanna address that?

55:31
Speaker 10

Yes.

55:32
Speaker 10

Absolutely. There's, 13%

55:34
Speaker 10

of the overall site is dedicated to usable amenity space for public accessible

55:40
Speaker 10

publicly accessible

55:41
Speaker 10

amenity space,

55:43
Speaker 10

and there is,

55:45
Speaker 10

throughout it different areas of

55:48
Speaker 10

comprehensive landscaping and tree and streetscape,

55:53
Speaker 10

dedication to the overall project. So, yes, it was carefully

55:56
Speaker 10

designed so that the public space is inviting

55:59
Speaker 10

and has plenty of open space to enjoy and have public activity in the area outside.

56:05
Speaker 2

Thank

56:06
Speaker 2

you. Thanks for the question. Thank you, Michelle.

56:09
Speaker 1

I think you'll be very happy when you see the the amount of green space on the on the finished project.

56:14
Speaker 1

Any other Michelle's I mean, that's it, Nancy. Right?

56:21
Speaker 1

I love that microphone back there. It's so quiet.

56:25
Speaker 1

Committee meeting.

56:27
Speaker 1

Any thoughts, comments, or questions from council?

56:31
Speaker 1

Councilman Werkler.

56:35
Speaker 14

Yes, sir. As as you were mentioning at the beginning of the meeting, and and I'll just echo this as well,

56:41
Speaker 14

the the amount of work and hours that the planning commission as well as many of our other boards and commissions have put in on this in conjunction with working with community development

56:52
Speaker 14

as

56:53
Speaker 14

they have just really turned this upside down and and made sure that we are getting this as buttoned up and precise as as right.

57:01
Speaker 14

The safeguards that are in place

57:03
Speaker 14

due to everything that we have,

57:06
Speaker 14

reviewed and and brought forward,

57:09
Speaker 14

I feel very confident that Roswell is going to get a fantastic project

57:14
Speaker 14

with the work that has been done here and just can't thank the the members

57:18
Speaker 14

and the,

57:20
Speaker 14

and and all the hard work that has gone into this. So thank you so much for that.

57:24
Speaker 1

Thank you, Will. Council member Hall, Christine.

57:28
Speaker 7

Thank you. And and I do wanna

57:31
Speaker 8

echo

57:31
Speaker 8

the the thanks to our,

57:34
Speaker 8

Roswell volunteers.

57:36
Speaker 8

I mean, basically, these folks are unpaid volunteers that volunteer for our boards and commissions,

57:42
Speaker 8

especially planning commission.

57:44
Speaker 8

I I know

57:47
Speaker 8

I mean, forty hours on a weekend probably went in one weekend by these folks just just to

57:54
Speaker 8

make sure that this is really buttoned up and the best project that Roswell

58:00
Speaker 8

that that Roswell can get.

58:03
Speaker 8

It it's it just

58:06
Speaker 8

really warms my heart that people

58:09
Speaker 8

are so willing to give of themselves and do that. And and Kitty Singleton is is one of those folks sitting here. We just really can't thank you enough and the rest of your team members on the planning commission as well as,

58:21
Speaker 8

on some of the other boards and commissions. Thank you so much.

58:26
Speaker 1

Councilmember Ridley Hills, are you gonna pile on? I'm piling on.

58:31
Speaker 9

Just so you know, these are open meetings to the public. You can listen to them online or you can attend, all of those boards and commissions meetings. And if you go on www.roswellgov.com,

58:42
Speaker 9

in the very top right corner, there's some tiny words and one of them is calendar. Go click on calendar, and you can find the upcoming meetings on there and click on those.

58:51
Speaker 9

And then, I don't know, at least the day before or day of, you can get the agenda on there, the link to listen or watch. Most of them are listened. But just so you know, you have access to that. You always have. That's not new as of tonight. That's been going on for a long, long time. But,

59:05
Speaker 9

we welcome the the feedback in those. You can make public comment, I think, in all of them,

59:12
Speaker 9

and and be recognized by the chair and the board or the commissioners and, have a say there. So that ultimately gets translated into what we hear from that board or commission. So

59:22
Speaker 9

just wanted to update you on that. Roswaldgov.com,

59:25
Speaker 9

top right corner, look for the word calendar,

59:28
Speaker 9

and you can pop right into pretty much anything, see what's coming up for the month. Thank you. Thank you, Pro Tamley Hills. Customer sales. Thank you, Pro Tamley Hills. Customer sales. Thank the month. Thank you. Thank you, Pro Tamley Hills. Customer sales.

59:35
Speaker 15

Yeah. I guess I'll pile on a little bit. I I want to talk just briefly about the fact that this is great. This is a great deal for the city because,

59:43
Speaker 15

I mean, we are literally at this moment dedicating the summit. The police are moving out of this building, and we're instantly moving into an economic development opportunity

59:52
Speaker 15

with an asset that the city has

59:55
Speaker 15

no more useful because it didn't fit our purpose. And so we this is a perfect use of the assets of the city for the for the residents.

01:00:03
Speaker 15

It was a complicated

01:00:05
Speaker 15

deal. Not only

01:00:07
Speaker 15

the planning commission work and the, and the staff work to bring it to this point, but even before that, the deal itself was complicated. And so there were lots and lots of moving pieces. Our development partners as well, the flexibility that they showed, I mean, working together

01:00:22
Speaker 15

because we recognized

01:00:23
Speaker 15

that they had to cover their they had to cover their nut. So we tried to find ways to make this an attractive project for them,

01:00:30
Speaker 15

economically viable for

01:00:32
Speaker 15

our development partners, attractive for the cities. There's a green space, an open green space right off the restaurants.

01:00:40
Speaker 15

Think, the back porch at Lucky's

01:00:42
Speaker 15

kind of thing. You know, that there's some great spaces there at this that will be, a benefit to this part of of of the city. So I'm very, very excited about that. And the fact that these people,

01:00:54
Speaker 15

you know, Kitty and company just

01:00:56
Speaker 15

all the hard work and working with the staff and with the developers and getting that done is really, really great work and I appreciate it a lot.

01:01:03
Speaker 1

Thank you, council member Sales.

01:01:05
Speaker 1

Council member Johnson. Council member yes. Council member Visa. I was gonna look over there. Sorry.

01:01:10
Speaker 19

Just wanted to add on as well. So one of the improvements of this area as well is,

01:01:15
Speaker 19

as many people know around the Groveway area, we have the Roswell Housing Authority, which is directly around the corner. So not only are we redeveloping that area as well where we are increasing the total number of units, this also provides an excellent opportunity for the residents within that area to have amenities

01:01:31
Speaker 19

close to walking distance from their homes as well as jobs that are walking distance to their homes. So it's a great contribution to the neighborhood.

01:01:39
Speaker 19

Also, there's housing components as well. So making sure that it's just a true addition to the community, not just something that is randomly copied and pasted out of nowhere.

01:01:48
Speaker 17

Thank you, Sarah. Well said. Casper Johnson. Well, you know how much I love to speak publicly.

01:01:53
Speaker 17

So, no. Also, I think we need to thank the DDA,

01:01:57
Speaker 11

for for their work

01:02:02
Speaker 17

on this. I'm just kidding. No. This is a this is a great economic project for the city, you know. Alan knows the numbers better than I do, but, you know, what 28,000

01:02:11
Speaker 17

a year in tax revenue currently 16. I think

01:02:14
Speaker 1

16.

01:02:15
Speaker 17

Going to close to a million dollars and this is how If you're not gonna include the pilot Yeah. Yeah. Just I mean, just the basics. Just numbers. I mean, this is,

01:02:26
Speaker 17

why I'm here, right, sitting in this seat. It's because, you know, we're gonna see better economic deals coming to the East Side Of Roswell soon and need we

01:02:34
Speaker 17

we got this done because of good work from the planning commission, because of the work of this mayor and council,

01:02:41
Speaker 17

because of the DDA,

01:02:42
Speaker 17

because the developer wanted to work with us, and be because of a,

01:02:46
Speaker 17

you know, a consultant that's talked about a lot publicly.

01:02:50
Speaker 17

But he's the reason why this deal was, you know, brought to life, you know. And I I I think, you know, twenty years from now when millions of dollars are coming into the city's coffers,

01:02:59
Speaker 17

right, you know, the the the amount of money we pay that consultant is going minuscule

01:03:04
Speaker 17

compared to what this deal is.

01:03:07
Speaker 1

Thank thank you, David.

01:03:09
Speaker 1

Any other thoughts, comments, or questions from

01:03:11
Speaker 1

councilman Wortland? I've never seen you in such an urge golly. We did twice. Welcome. Yeah. Is this for you twice? Yes, twice.

01:03:18
Speaker 14

Last,

01:03:19
Speaker 14

last bit that that I failed to recognize earlier, and that is someone that deserves special

01:03:24
Speaker 14

accommodations

01:03:25
Speaker 14

on

01:03:26
Speaker 14

this. And he is not here tonight, and that's Jeff Leatherman for being the conduit between the planning commission and city staff.

01:03:32
Speaker 14

He,

01:03:33
Speaker 1

he's he's been the he's been the true negotiator between both sides of this. And and thank you very much. Between the planning commission and, yeah, and the Community development. Community development. Yep. There's been a lot of different negotiators. There there's been a lot in there, but but Jeff does deserve special credit for this as well. I'm glad you mentioned Jeff. And, actually, Will, you started this and you're exactly right. Kitty and team, thank you. Eric, you guys put in a lot of work, make a big difference in the city, help us get a better product. We'd be remiss if we didn't say thank you to these ladies to our right starting right here at their sitting down.

01:04:09
Speaker 1

Our Com Dev Director, Michelle

01:04:11
Speaker 1

Alexander and her team,

01:04:15
Speaker 1

everybody inside the city knows Jackie Deibel, but nobody outside of the city or the regular residents understand

01:04:20
Speaker 1

the magnitude of the work of ComDev, Michelle and her team and Jackie Deibel and Angela and Jeanne and the amazing work that they do.

01:04:28
Speaker 1

I would be remiss if I didn't bring up the work of the senior staff,

01:04:32
Speaker 1

including the legal team and how much they have been involved in this incredibly complex project.

01:04:38
Speaker 1

This project, ladies and gentlemen, when we kept when came into office,

01:04:42
Speaker 1

was a 96 apartment project stand alone multifamily project with 7,000 square feet

01:04:48
Speaker 1

of mixed use retail. In other words,

01:04:51
Speaker 1

basically, stand alone apartment complex project. It was the highest

01:04:55
Speaker 1

density approved apartment project in North Fulton County

01:04:59
Speaker 1

at, it was 96 per acre. The project sorry, 77 per I'm trying to remember. I forgot my math, but I remember it was the highest per capita. It was a 96 unit

01:05:09
Speaker 1

project. And,

01:05:10
Speaker 1

through the hard work and ingenious and by the way, so myself and primarily

01:05:15
Speaker 1

some of the council here worked on this project in 2022

01:05:19
Speaker 1

and began to look at trying to change

01:05:22
Speaker 1

the

01:05:23
Speaker 1

the manifestation of what's current of how it was entitled.

01:05:27
Speaker 1

And we came up with an agreement actually in October

01:05:30
Speaker 1

2022,

01:05:31
Speaker 1

and I'm so glad the agreement didn't fall through. That that the agreement didn't come through

01:05:36
Speaker 1

because

01:05:37
Speaker 1

David just said it.

01:05:39
Speaker 1

The fact that we hired SEER,

01:05:41
Speaker 1

worldwide to come into the equation in January

01:05:44
Speaker 1

2023

01:05:46
Speaker 1

changed the scope of the project, changed the dynamics of the project.

01:05:49
Speaker 1

And if we had done it before, we would have done it like most other cities. We've been a positive project, been a plus,

01:05:56
Speaker 1

but it wouldn't had all the creative gems that this project has as we begin to unfold this with the closing October 15.

01:06:03
Speaker 1

This project has so many gems because,

01:06:06
Speaker 1

don't call it business, just call it common sense.

01:06:08
Speaker 1

Like

01:06:09
Speaker 1

the city is going to benefit from this from a financial perspective

01:06:13
Speaker 1

in such a dramatic fashion. Just alone,

01:06:16
Speaker 1

just alone on the ground lease, it's worth $670,000

01:06:19
Speaker 1

a year, which that's before

01:06:21
Speaker 1

escalators and projections of time cost of money. If you take a ninety nine year ground lease, you can do the math times $670,000

01:06:29
Speaker 1

you can see it's well over $60,000,000

01:06:31
Speaker 1

into the city's coffers. Again, not including escalators cost time and money. There's 50% pref on the sale when the when the developer ends up selling this at the at the ten year threshold, the 15% pref. There's a pilot program that's incredibly ingenious where a pilot program almost always goes against the municipal or county government. In this particular transaction,

01:06:51
Speaker 1

the pilot program

01:06:52
Speaker 1

is going towards the city, another significant part of tax revenue. There are so many pieces of this. This is such a complicated transaction. It's not for the faint.

01:07:01
Speaker 1

It is very sophisticated.

01:07:03
Speaker 1

It's taken a lot of work from all hands on deck in this city and a special thanks to this council in front of me.

01:07:11
Speaker 1

But Peter Shirkov has led the charge on this. Talk about value.

01:07:16
Speaker 1

The value is dramatic in terms of the payback to the city. And that's why I really extensively Peter is the chief commercial officer of the city. That's what he is. He runs the economic team.

01:07:26
Speaker 1

And we as a city are far better off because we can put together an incredibly sophisticated

01:07:31
Speaker 1

project like this. Again, not for the faint hearted, not for those who are not accustomed to dealing in this kind of level of sophistication, and it's taken a magnificent effort of all parts of the city to make this happen. So when the thank yous go

01:07:44
Speaker 1

out, there's a lot of thank yous.

01:07:46
Speaker 1

And the work that

01:07:48
Speaker 1

the payoff for this will be is an incredible project to improve the quality of life and improve the downtown corridor

01:07:54
Speaker 1

and improve the aspects of anybody who visits us and it's going to critically improve, obviously, the sales tax revenue. But it's going to improve the quality of life for the city of Roswell and be another great place for people to come for twenty, thirty, forty years to come. Very proud of it. The overlay had to happen. Well done. We've been slow. We've been disciplined

01:08:13
Speaker 1

about putting this together. So well done, everybody. Thank you.

01:08:16
Speaker 1

Alright.

01:08:17
Speaker 1

Enough said.

01:08:19
Speaker 1

Council member Mortland, do you have a motion to make this, sir?
