Rules calendar committee on Wednesday, 02/04/2026 in the year of our lord. Won't you lead us in a word of prayer?

13:51
Speaker 2

Thank you, mister chairman. Oh, lord. We thank you for this day of liquid sunshine, an opportunity for us to come forth and do the people's work. Guide us, lead us, protect us, show us the way. We ask this through Christ our lord.

14:05
Speaker 2

Amen.

14:07
Speaker 1

Thank you, senator. Alright. You'll see on your rules consideration calendar, the yellow sheet, you'll notice six bills. So first up, senate bill one forty six. Senator Williams in fact, I believe you got two.

14:22
Speaker 1

So go ahead and cover one forty six and two thirty nine. You can be brief since you've already gone over both.

14:32
Speaker 3

One forty six has to do with protection of cemeteries and, burial grounds. Senate bill two thirty nine actually splits the license. So you don't have to be a surgeon. You can be a family practitioner.

14:45
Speaker 1

And as a reminder, 239 was already on the floor. We pulled it off to do the amendment yesterday, standing.

14:52
Speaker 3

Thank you.

14:54
Speaker 1

Alright. Senator Hatchett, three eighty four. Senate bill three eighty four.

15:01
Speaker 4

Thank you, mister chairman. What this bill does is it gives Georgians the option of buying a five year tag for their motor vehicle instead of having to renew their tag every single year.

15:13
Speaker 1

K. Any questions? It's pretty cut and dry. Good bill. Alright.

15:19
Speaker 1

Senate bill four zero three. Senator Kirkpatrick.

15:24
Speaker 5

Thank you, mister chair. Senate Bill four zero three is, Department of Revenue Agency bill. And the goal of the bill is to address the unclaimed property issue where we currently have, $3,300,000,000 of, people's money held in unclaimed property in the general fund. And we're trying to return that money to Georgians faster with fewer forms, less costs, and fewer administrative barriers. I'm happy to go into more detail if you like.

15:58
Speaker 1

Any questions? No. Good bill. No questions. Alright.

16:02
Speaker 1

Senate bill four eleven, chairman Steele.

16:05
Speaker 6

Thank you, chairman Brass. Senate bill four eleven, dry needling as it pertains to the practice of acupuncture and then dry needling done by physical therapists, occupational therapists. And this was a multi multi month effort to bring all these different organizations together through a series of hearings in the off season. And we got everybody together and on one page, and we can finally get it put to rest. Happy to answer any questions.

16:31
Speaker 1

All the needlers are happy. They are all happy. Okay. Any questions? I'm hearing none.

16:38
Speaker 1

Alright. HB four fourteen, representative Jones. You should be honored that we're hearing a house bill this early in the session. Must be a really good bill.

16:49
Speaker 7

Well, mister chairman, thank you so much. Members of the committee, I bring to you the substitute to house bill four fourteen. What it effectively does is create a long arm statue within our elections law. I wanna be crystal clear. It does not expand the scope or the power of the ethics commission, but rather, if you are an out of state participant in our elections, you will be subject to the exact same rules as if you were an in state participant.

17:14
Speaker 7

You still have to do the same regs. You still have to do the same filings. You still have to stop subject to the same disclosures. But at this point, the challenge that we have found is is mister Amadi, along with his committee, does not have the ability to go outside of the state to do any type of investigations to determine if someone is being a bad actor in our state, and this gives them that opportunity to do that. So effectively, using a college football metaphor, mister chairman, if you're gonna play in our football field, you're subject to our referees no matter where you live.

17:42
Speaker 1

Okay. Like a good football analogy, although we have no football teams playing. Maybe next year. Maybe. Got new coaches.

17:57
Speaker 1

Falcons, I'm talking about. Alright. Any questions? Hearing none. Good job.

18:04
Speaker 7

Thank you, sir.

18:05
Speaker 1

Alright. Let's pick a few. Where are we at on my sheet? Leader,

18:17
Speaker 6

Thank you, mister

18:21
Speaker 2

chairman. So when you talk about the watching the Falcons, is it gonna be like watching the Browns?

18:26
Speaker 1

Let's hope not.

18:27
Speaker 2

The Browns?

18:28
Speaker 1

Let's hope not.

18:30
Speaker 2

God bless them. Let's do Senate bill four zero three.

18:36
Speaker 1

Senate bill four zero three. Alright. Leader Jones.

18:46
Speaker 2

Bill two thirty nine.

18:49
Speaker 1

Senate bill two thirty nine. Alright. And I do have one last ding ding left. And Sarah Watson.

19:08
Speaker 3

House Bill four fourteen.

19:11
Speaker 1

Ding, ding, ding. Alright. And a ding, ding. Let me make a note. You'll be our first pick tomorrow.

19:22
Speaker 1

Alright. I think that's enough for with that today. Can't even talk. Alright. I got Senate bill two thirty nine, Senate bill four zero three, and h b four fourteen.

19:35
Speaker 1

I got a motion from the majority leader. I got a second from senator Anderson. Any further discussion? Hearing none, all in favor, say aye. Aye.

19:44
Speaker 1

All opposed, say nay. Motion carries unanimous. Onto the floor. You wanna gavel us out? Meeting adjourned.
