Amen. Thank you, mister chairman. I appreciate that. I'm a call on Marty Smith, and Marty is, the head of our, state properties, and I'm gonna ask him to do a little introduction here. We have a new person on board.
Absolutely. Chairman, committee members, thank you very much for allowing us to be here today. And, my name is Marty Smith. For those who have not met, I worked with most of you. But first, I wanna thank you and the committee.
Y'all always been a pleasure. Frank Smith usually handled State Properties Commission. He is now with the Board of Regents, and we've got a a it was temporary. He's been promoted now. He's taking over Frank's shoes, and this is, Terry Jones.
He's a Carroll County guy too as well. Got a big knowledge in, what we do in properties at the state too. So he is the new deputy executive director. I've got the Georgia Building Authority, Georgia State Finance and Investment, and SDC. Terry's taken over SBC four.
So I've challenged him that Frank never had issues. Chairman Glenn would always bring him in the committee and I said, I hope to never get some calls in here the same way. But he's gonna walk us through today's committee, but we thank y'all for what you do and helping us get, you know, legislation through every every year. But you're always a pleasure to work with. So if you need anything, please don't ever hesitate to call us.
You know, I'm working with representative Dunnehoo on several things as well, but we we're always here to try to be efficient as we can to help as well. So please let us know

I appreciate the confidence that Marty Smith has in me in, allowing me to serve as deputy, of the ex deputy executive director for the State Property Commission.

Alright. And I wanna tell the committee if if there's an issue, with any of those as he's going through, and you can follow him on your synopsis there. You can stop him in at that point instead of us waiting till we have to go back completely through, the whole, nine yards. Thank you, mister chairman. And I'm I'm gonna run through these. So as he said, feel free to stop me if you've got a question. We have 11 conveyances in this resolution, ten fifty, starting with Clayton County. Had a a request to convey one acre, being a portion of the Atlanta State Farmers Market to the Georgia Department of Transportation, for a turn lane to benefit the farmers market there.
In Dawson County, we have a lease, request for point three of an acre being a portion of the Dawson Forest Wildlife Management Area to Dawson County, for the construction and operation of a telecommunication tower. This would be a twenty five year lease with an, opportunity to renew for an additional twenty five years, at a cost of $10 annually. DeKalb County have request to convey 2.84 acres of the MetroExpress bus park and ride to the Georgia Department of Transportation at a cost of $369,829. This is a interchange project widen of widening of the road. In Dougherty County, we have a lease of one acre or request for one acre, known as the Easterseals building, to the Easterseals Southern Georgia, Incorporated, for a five year lease, at a cost of $650 annually.
This is actually a a lease renewal. In Effingham County, we have a request to amend the existing ground lease with Effingham County Board of Education to add two right at three acres, being a portion of the Savannah Technical College and Career Academy at $10, annually. This is to expand their parking there on the site.

While I've stopped in just a moment, we have contacted every legislator that is affected by any of these, and we have not heard back from any of them, that there's a problem or anything. But we can contacted every legislator that was affected by any of these, conveyances or easements. Not the whole delegation. Right. It is in that particular district.
And that's, we've done that every year to make sure that they they there's no, issues with them. Thank you.
Thank you, mister chairman. We'll pick up with Floyd County. We have a request for a lease of 16,000 square feet, of what's known as the Dillard Building on the campus of the Georgia School for the Deaf. This is, for the, North Georgia Charter Academy, and it's a five year lease, consideration for $650 annually, as well as reimbursement of expenses. In McDuffie County, we have a request to convey 1.5 acres, to McDuffie County in exchange for the county's conveyance of six acres along with a payment of $19,000, and that is for the construction of a fire station.
In McIntosh County, request to lease 231 square feet, to the federal government with a five year lease at a consideration of $10 per year plus $2,240 per year for expenses with the opportunity to renew one five year option. This is actually a a a lease renewal as well. Then in Polk County, we have a request to convey three acres, of the Cedartown adult learning center at a cost of $10 to the city of Cedartown for a fire station. In Richmond County, we have a lease request for 7,500 square feet of, on Hillcrest Circle and Hillcrest Drive to the Anthony Wayne Rehabilitation Center for the handicapped and blind. This would be a term of one year with a, two one year renewals at a consideration of $10 annually, and this is to operate a transitional community residential homes for people with developmental disabilities.
And then we have, a lease request in Troup County for 50,000 square feet of, being a portion of Building G located on the West Georgia Technical College LaGrange campus to the Troup County School System, for a five year lease with one five year renewal option at a cost of $1 annually, and this is a a renewal of a lease for their career academy. Mister chairman, that does it for the conveyances. Good.

Just a very general background question, because I would rather not save dumb questions till later. But what did what and just out of curiosity, what's the where we put $1 versus 600 versus $10 for consideration? Or is it just Typically,
if if it is, a a lease or a conveyance to, another another government agency, that's when we can, work out the the a nominal deal of a dollar or $10 fee. If it's, a nongovernment entity, then we have to do it at fair market value. Yes, sir.

Have a a request to grant an easement to the Southern Natural Gas Company for 3.1 acres for underground natural gas distribution lines at a fair market value no less than $650. In Bartow County, we have, request to grant an easement to the Georgia Department of Transportation, over the Western And Atlantic Railroad for point six of an acre, for a road improvement project at a cost of $23,700. In Bullock County, grant an easement to Excelsior Electric Membership Corporation, for point two of an acre at the Ogeechee Technical College, for underground electrical distribution lines to serve the ISIR training center at a cost of $10. In Camden County, request to grant an easement to the city of Kingsland, for point one five of an acre at the Coastal Pines Technical College for a road improvement project at a cost of $4,000. And Catoosa County, request to grant an easement to Marathon Realty Corporation for, oh, point four six of an acre at the Georgia Northwestern Technical College for the construction installation operation and maintenance of a slope, at the fair market value no less than $650.
In Chattooga County, request to grant an easement to the city of Somerville, Georgia, for one acre at Hays State Prison for underground natural gas line and associate equipment to serve the mod core addition for 10. In Clayton County, request to grant an easement to the Georgia Power Company for 1.6 acres at the Atlanta Farmers Market for a utility upgrade and repair project at $10. In Colquitt County, grant an easement to the city of Moultrie for Cochwit. Okay? I I'm sorry.
I stand corrected. For 4.6, acres at the Southern Regional Technical College for underground electrical and gas distribution lines and associated equipment to serve the, campus expansion for a cost of $10. And DeKalb County granted an easement to the Georgia Power Company for 1.4 acres at the Georgia, Piedmont Technical College for underground and overhead electrical distribution lines to serve a new commercial truck driving facility at a cost of $10. Emmanuel County ran an easement to the Excelsior Electric Membership Corporation for point five of an acre at the George L Smith State Park for the maintenance of an underground distribution line to serve the new campground for $10. Glenn County ran an easement to HIC Altima, o for 2.5 acres at the Altima Plantation Wildlife Management Area for maintenance of a stormwater conveyance and infrastructure and outfalls for $10.
In Habersham County, request to grant an easement to the Georgia Power Company for point two four of an acre at the North Georgia Technical College for underground electrical distribution lines to serve the doctor Mark a Ivester Center for Living and Learning at a cost of $10. Hall County granted easement to the Georgia Power Company for 1.6 acres at the Lanier Technical College for electrical distribution lines to serve a new roundabout project for the fair market value of no less than $650. In Lawrence County, grant an easement to the little Ocmulgee Electric Membership Cooperative. Hopefully, I didn't

Butcher that, for 4.36 acres at Oconee Fall Line Technical College to serve the renovation of the Stewart Building and, maintenance and underground distribution lines. In McDuffie County, grant an easement to Jefferson Energy Cooperative for point five two of an acre at McDuffie Public Fishing Area for maintenance of underground electrical distribution lines to serve the maintenance facility at a cost of $10. In Morgan and Walton Counties, request grant an easement to AT and T Enterprises for three acres at the Rivian project site. This is for relocation of communication lines to serve the project site for a cost of $10. In Oconee County, grant an easement to the Walton Electric Membership Cooperative, for point five of an acre at the new department of driver services community service center, for the maintenance of underground electrical distribution lines to serve the new customer service center facility for a cost of $10.
In Paulding County, grant an easement to the Georgia Department of Transportation for 0.283 Of An Acre at the Chattahoochee Technical College for a road widening and reconstruction of State Route 6061 from County Road 467 to US 278 at a cost of $83,700. This is a a road widening project. Then in Peach County, grant an easement to the Flint Electric Membership Corporation for 0.2 Of An Acre at Camp John Hope for the maintenance of overhead electrical distribution lines, and infrastructure improvements to maintain reliability at the camp for a cost of $10. In Talbot County, grant an easement to Timberlands two for two acres at Yupitoy Ravines for ingress and egress access at a cost of $650. In Tif County, ran an easement to the Georgia Power Company for point one seven of an acre at the Tifton Agricultural, Laboratory for electrical distribution lines to ensure consistent reliable power supply to the laboratory for a cost of $10.
And then in Hamilton County, Tennessee, request to grant an easement to the Tennessee Department of Transportation for a 116 acres being a part of the Western and Atlantic Railroad for various road improvement and safety projects over the railroad there at a cost of $10. And, mister chairman, that does it for the, easements.
